Pay: Starts at $19.58/hr – $26.01/hr   36 hours per week

Reports to: Housing Resource Center Manager

 

Purpose of Position: Assist Housing Resource Center Manager in various activities, including home repair program administration, homeownership counseling, foreclosure prevention counseling.   The Associate will help the Housing Resource Center Manager conduct client follow-up, encouraging participants to achieve successful homeownership, and participate in education and public relations for the Mid-Columbia Housing Center.  This position has direct interaction with the public in determining housing opportunities and program eligibility.

The Associate ensures service quality by adhering to organization’s policies and departmental procedures while receiving oral and written direction from the Housing Resource Center Manager and Executive Director.

 

Summary of Essential Job Functions:

 

  • Determines client and unit eligibility for programs, home inspections, direct contact with homeowner, track project timelines and deadlines, answers questions about programs / resources / assistance available, monitor construction of contractors, assist with completing various applications and forms (40%)

  • Administrative support including but not limited to; entering client data into databases, maintains records of services provided, makes copies and prepares information packets for homebuyers, follow up contact with clients as needed to track progress, assists in the preparation and submission of various documents and reports, maintains client files and administrative files for the Center (35%)

  • Program integration modeling positive, solution-focused approach to problem solving and take the initiative in dealing with issues, especially interpersonal conflicts or misunderstandings, in a positive manner with the goal of resolving the problems quickly. Responsible for scheduling, displaying information, promoting, and assisting in marketing homeownership and housing resource programs. (20%)

  • Support efforts of entire organization by performing other duties as assigned.. (5%)

 

Competencies and Skills Requirements:

  • Considerable knowledge of general real estate practice, construction, office practices and procedures

  • Ability to establish and maintain effective working relationships with; other employees, residents, and representatives of public and private social welfare agencies.

  • Excellent communication skills (oral and written), spelling, punctuation

  • Detail-oriented with ability to manage multiple priorities.

  • Knowledge of a variety of software programs including; data base, word processing, spreadsheet, and presentation programs.

  • Eligible for fidelity bond through employer.

  • Ability to obtain certification within 1 year in Homeownership Counseling, Foreclosure Intervention and Default Counseling.

 

Education and Experience Qualifications:

  • Two years of relevant experience or any equivalent combination of education and experience in real estate, real estate finance, business, accounting, communication;

  • General knowledge of construction is preferred;

  • Fluent in Spanish and English languages preferred; and

  • Valid Oregon driver’s license

Physical Demands of Position:

  • Local area travel required and occasional out of area travel

  • Ability to lift up to 35 pounds (i.e. office supplies, equipment)

Compensation

About this position

Under the general direction of the Executive Director the Finance Manager manages MCHA and CCHC’s finances and financial management systems. They possess integrity, imagination, and mature judgement as well as strong administrative, leadership, communication and writing skills. They must have a strong belief in MCHA and CCHC’s mission and our equity work.

Job Functions

Finance:

  • Manage accounting system, including general ledger and journal in compliance with HUD, GAAP, FASB and appropriate governmental accounting requirements

  • Provides supervision to Finance Division in coordination with Executive Director

  • Prepare annual operating budgets in consultation with Management Team

  • Prepare annual cash flow analysis, with continuous monitoring and recommendations to Executive Director

  • Develops and ensures compliance with MCHA and CCHC Accounting Policies

  • Provide oversite of accounts payable, accounts receivable, monthly bank reconciliation, and payroll

  • Prepare monthly financial statements

  • Staff Board Finance Committee and present financials at monthly board meetings

  • Monitor grant/contract budgets, cash and compliance

  • Assist with preparation and review budgets for investment proposals and grant applications

  • Meet with Management Team monthly to review budget to actual and program status reports

  • Ensure compliance with all required federal, state and local laws and reporting

  • Oversee the creation and maintenance of How-Tos, internal Wikis/manuals and workflow diagrams

  • Maintain historical fiscal documentation and electronic records

  • Manage all required insurance policies and reporting

The ideal candidate will have:

  • Practical accounting experience and knowledge of Generally Accepted Accounting Principles (GAAP);

  • Knowledge of S. Department of Housing and Urban Development (HUD), Federal, State and local government accounting regulations and procedures

  • Accounting, Property Management and Compliance systems experience – Yardi preferred

  • High level of accuracy and refined organizational skills

  • Critical thinking skills to make sound decisions independently

  • Sense of humor and the ability to work joyfully in a changing environment

  • Resourcefulness and flexibility, with the ability to anticipate challenges and act on opportunities

  • Skills to navigate complex programs, management competing priorities and see projects to successful completion

  • Practiced capability to handle confidential information with the utmost attention to detail, privacy and security

  • Proficiency in MS Office, with bookkeeping level Excel experience

  • Excellent written and verbal communication

A plus but not required:

  • Public Housing and non-profit affordable housing accounting and funding experience

  • Advanced education in business, accounting or other related fields

PHYSICAL DEMANDS OF POSITION:

While performing the duties of this position, the employee is frequently required to sit, stand, communicate, reach and manipulate objects, tools, or controls. The position requires mobility. Duties involve moving materials weighing up to 10 pounds on a regular basis such as files, books, office equipment, etc., and may infrequently require moving materials weighing up to 25 pounds. Manual dexterity and coordination are required at least 50% of the work period while operating standard office equipment.

WORKING CONDITIONS:

Most work is performed indoors in an office setting with usual office working conditions at 500 E Second St The Dalles, OR Monday through Thursday 7:30 A.M. – 5:00 P.M. The noise level in the work area is typical of most office environments with telephones, personal interruptions, and background noises. Work may also involve frequent interruptions. Occasional evening meetings may be required. Overnight travel is rare.

MAINTENANCE POSITION JOB DESCRIPTION

COMPENSATION

SUPERVISOR: This position works with considerable independence under the direction of the

Property Manager.

 

PURPOSE of POSITION:   Performs routine maintenance and repairs to housing units owned or managed by Columbia Cascade Housing Corp (CCHC) in the Gorge area.  Travel is necessary to get to various sites in both Oregon and Washington.  This position has direct interaction with the public.

The Associate ensures service quality by adhering to organization’s policies and departmental procedures while receiving oral and written direction from the Executive Director or designate.

Summary of Essential Job Functions:

  • Schedule and perform routine apartment and building maintenance. This may include unit turnover work such as painting, cleaning, repairs, etc.

  • Purchase and transport supplies and materials to perform the required maintenance.

  • Complete maintenance request forms reflecting time, date and nature of work performed

  • Communicate to staff on technical or mechanical building issues as needed, including preventative maintenance issue.

  • Perform and/or oversee annual preventative maintenance inspections on all units.

  • Minor landscaping activities

  • Repairs to exterior maintenance; gutter cleaning, high pressure washing, minor siding problems, fence repair etc.

  • Notify manager promptly of any problems regarding grounds, buildings or with residents.

Education and Experience Qualifications:

  • Knowledge and skill of basic carpentry, painting, plumbing and repair work.

  • Ability to deal with problems faced by residents from a wide range of socioeconomic backgrounds.

  • Knowledge of housing codes, general maintenance procedures and practices.

  • At least one year of experience in carpentry, woodworking, or general building maintenance.

  • Ability to establish and maintain effective working relationships with; other employees, residents, and representatives of public and private social welfare agencies.

  • Detail-oriented with ability to manage multiple priorities.

  • Fluent in Spanish and English languages preferred; and

  • Valid Driver’s License

GENERAL STATEMENT OF WORK: This is a professional position which involves helping households with Housing Choice Vouchers, living in Columbia Cascade Housing Corporation (CCHC) properties and other program participants of CCHC and MCHA navigate and access community services, health services, and other resources. The Resident Services Coordinator works directly with the Bridges to Health Pathways Program.

Supervision: Receives direct supervision from Community Services and Special Programs Manager. Works under general supervision from Executive Director.

Summary of Essential Job Functions:

  • Performs outreach and referral to encourage eligible households with Housing Choice Vouchers, living in CCHC properties or access other MCHA/CCHC programs to participate in the Bridges to Health Pathways Program; conducts interviews, collects background information, makes appropriate assessments, and works with families with culturally and linguistically appropriate care coordination; 40%
